In the final part of their discussion, Professor White and Professor Lieven turn to the potential paths forward for the major powers in Asia. White defends his proposal of a 'Concert of Asia' by turning to 1815, and the Congress of Vienna, which brought stability to the European continent. It is no coincidence, remarks White, that the nineteenth century was also the European century; geopolitical stability became the foundation for prosperity. Building a similar foundation of peace in Asia should be the goal of policymakers, White argues, but it will require real political effort and temerity to forge such a path forward.
