Dr. Lora Saalman is an Associate Professor at the Asia-Pacific Center for Security Studies. Dr. Saalman’s research focuses on China’s nuclear and conventional weapons and cyber security policies vis-à-vis India, Russia, and the United States. Dr. Saalman completed her Ph.D. at Tsinghua University in Beijing, where she was the first American to earn a doctorate from its Department of International Relations. She has lived in China on-and-off since 1997 and continuously from 2006 to 2013. Her Chinese-language dissertation covers the impact of U.S. and European export control shifts on China’s and India’s military modernization. Upon graduation from Tsinghua University, she was awarded the Outstanding Ph.D. Graduate Award and the Outstanding Dissertation Award, Second Tier. Her dissertation was also nominated for an award at the city and provincial level within China.
