Lowy lecture Series: 2002 Bali bombing anniversary – Mick Keelty, Dave McRae

On 12 October Australians and Indonesians will commemorate the 10th anniversary of the 2002 Bali bombings. Please join us for a special panel discussion of the Bali bombing, its aftermath and its impact on Australian-Indonesian relations. Panelists will include Ric Smith AO PSM, Australia’s Ambassador to Indonesia at the time of the Bali bombing, and Dr Dave McRae, Research Fellow at the Lowy Institute for International Policy.


Mick Keelty AO is currently Adjunct Professor, Faculty of Arts and Social Sciences, Australian National University and Adjunct Professor, Australian Graduate School of Policing, at Charles Sturt University. From 2001-09 he was Commissioner, Australian Federal Police. Mr Keelty was responsible for the assistance given to the Indonesian National Police to successfully investigate terrorist attacks in Bali and Jakarta. In 2003 he was awarded the Bintang Bahyangkara Utama medal – Indonesia’s highest police medal presented by the President of Indonesia. In 2011 he was made an officer of the Order of Australia (AO) for distinguished service to national and international law enforcement.

Dave McRae has researched conflict, politics, democratisation and human rights issues in Indonesia for over a decade. He wrote his Ph.D. at the Australian National University on post-authoritarian inter-religious violence in Indonesia, explaining why civil war intensity violence could suddenly occur in a previously quiescent region. As Lead Researcher for the World Bank’s Conflict and Development Team in Indonesia between 2008 and 2010 he led a research program on interventions to prevent conflict and address its impacts. Prior to this, he worked for the Jakarta office of the International Crisis Group between 2004 and 2006, researching and writing reports on most of Indonesia’s major conflict areas.

Dave holds a Bachelor of Asian Studies (Specialist-Indonesian) degree with honours and university medal from the Australian National University, as well as a Ph.D. in Southeast Asian Studies. He speaks fluent Indonesian.

Mr Richard Smith joined the then Department of External Affairs in 1969. He has served as Australian Consul-General in Honolulu (1987-89), and as Australian Ambassador to the People's Republic of China (1996-2000) and to Indonesia (2001-02). He was Secretary of the Department of Defence (2002-06) and in 2008 he led a review for the Rudd Government of Australia's 'Homeland and Border Security'. In April 2009 was appointed as Australia's 'Special Envoy for Afghanistan and Pakistan'. Mr Smith was named as an Officer of the Order of Australia (AO) in the 1998 Australia Day Honours List and was awarded the Public Service Medal (PSM) ON 17 October 2003. In September 2004, he was awarded an Honorary Doctor of Letters by the University of Western Australia.
