David Morgan worked for the Department of Foreign Affairs and Trade, principally on trade and economic issues, with two stints as Director of Policy Planning. He was a Visiting Fellow at the University of Melbourne. He is the author or co-author of books and journal articles on Australian trade policy and international trade law.
