Justice Gua is the Deputy Director of the Decentralisation and Citizen Participation Program, part of the PNG-Australia Governance Partnership delivered by Abt Associates. Justice holds a B. Science from the University of PNG and a Graduate Diploma in Economic Policy Analysis from the National Research Institute. He has experience in international development, governance, voice and accountability, PNG Organic Law on Provincial and Local Level Governments, GoPNG planning and budget processes and GoPNG political economy analysis at all levels that influences the ongoing challenges to service delivery in PNG.
