Penelope Schoeffel is Adjunct Associate Professor at the Centre for Samoan Studies, National University of Samoa. She heads the postgraduate programme in Development Studies there. Her PhD is in anthropology from the Australian National University. She has taught at universities in Australia, New Zealand and Bangladesh, and worked for many years as a consultant in Asia and the Pacific Islands.
