Executive Summary
With Doha in the deep freeze and the future of the multilateral system in question, the search is now on for a Plan B for international trade. The most likely Plan B on offer is a deepening of the world economy's recent infatuation with preferential trade agreements. In the long term, however, the best alternative would look to reform of the multilateral system.
